Taking a vacation from work may soon become mandatory

With burnout prevalent in the workplace, some employers are considering mandatory vacation, full office shutdowns and other ways to get workaholic employees to take a break.

Only a small number of employers today — 8.7% — require workers to take a minimum amount of vacation, and some of this is for legal or regulatory reasons, according to a 2024 report by the International Foundation of Employee Benefit Plans. Even so, figuring out how to get employees to take time off is increasingly on employers’ minds, said Julie Stich, vice president of content at the International Foundation of Employee Benefit Plans. 

And for good reason. A recent Harris Poll survey found that 78% of Americans do not use the maximum amount of paid time off allowed by their employer. The average worker took 15 paid days off last year, despite nearly half being allowed more than that by their employer, the poll found. 

Yet burnout rates are high. Forty-five percent of American employees claim to feel burnout at work, according to a 2023 survey by Eagle Hill Consulting. That’s even higher among 18 to 32 year-old workers (52%) and women (48%).

“There’s more discussion about mandatory time off than there was in the past. There are a lot of instances when companies are reporting employees are not taking time off,” Stich said.

Here’s what companies and employees grappling with these issues need to think about.

Tracking vacation usage and employee mindset

An important first step is to understand the company’s baseline, said Wende Smith, head of people operations at BambooHR. This can help companies pinpoint a plan for moving forward. Is the problem only in a particular department or is it more broad-based?

“If you’re not tracking it, you won’t understand what your problem is, or if you have a problem,” Smith said. 

Before enacting broad policy changes, it’s important to address the underlying issues that might be preventing employees from taking time off to recharge.

This could include heavy workload, lack of adequate staffing and the need to coordinate time off with other staff members, according to the International Foundation of Employee Benefit Plans’ survey.

If employers are really serious about getting employers to take time off, they need to talk to employees, find out their reasons they aren’t taking vacation, and address them, Smith said. Leaders also need to be a good role model for their direct reports in terms of vacation-taking, she said.

And, when employees do take vacation, respect their time off, Stich said. “Don’t constantly message them while they are on vacation.”

Mandatory paid leave pros and cons

Jobs such as pilots, air traffic controllers, trucking and certain finance roles may have mandatory time off by law or by industry best practice, Stich said. But other industries may have more flexibility when it comes to setting these policies. Mandatory policies can be beneficial because they force the issue of vacation, but there can be challenges as well, such as employee pushback and enforcement, said Jonathan Gove, senior executive advisor at Eagle Hill Consulting.

“There might be some people who see that vacation time as a bit of a savings account, especially if they get paid out at termination,” said Kate Derby, West region practice lead for the absence, disability management and life specialty practice at WTW.

Additionally, mandatory time-off policies can be complicated to administer. If an employer is going to put this into place, they have to define how many days must be taken off, Stich said. Is it one day off a month, one day per quarter, or five days off in a row? Use of blackout periods also must be weighed for a business to function properly — for instance, during tax season for accountants, or three weeks before school at a pediatric office when back-to-school checkup season requires an all-hands-on-deck approach.

To avoid scheduling headaches, companies might insist employees tell their manager what week they plan to take off by a certain date, and if they don’t, the manager needs to work with the employee to determine the time off, Stich said.

Companies also have to be prepared to administer, in a way that’s fair, who gets to take the prime weeks because otherwise you could run into legal troubles or have difficulty with disgruntled and disengaged workers, said Mary Will, deputy general counsel and partner at Faegre Drinker. Employers have to be prepared to manage complaints that “Joe always gets to take the week between Christmas and New Year’s and no one else can and we don’t think that’s fair,” she said.

Federal, state and local law

There is no federal law that says employers need to provide paid time-off, but there are some state and local laws that apply. Different states also have different requirements on paying for unused paid-time off, which can be complicated to address with a mandatory vacation policy, said Jill Kahn Marshall, an employment and labor attorney and partner at Reavis Page Jump. Before implementing a new policy, businesses should check with an attorney to make sure they aren’t accidentally running afoul of any state and local laws, she said.

Methods to encourage more time off from work

Instead of focusing on mandatory time off, some companies are looking for less administratively burdensome and employee-friendly alternatives. Many high-tech companies in California, for example, have adopted shut-downs, which typically take place the week of July 4th or between Christmas and New Year’s, said WTW’s Derby. “Even the tech companies that have unlimited PTO are doing shut-downs. It’s the chance to catch-up and catch your breath because everybody is taking the same week off,” Derby said. 

More companies are also scrapping their unlimited time-off policies, which haven’t always worked out as anticipated. In some cases, employees have abused the policy, but often, they take way less vacation than they did when they had a set number of days. As a result, some employers have gone back or are considering returning to policies where employees only accrue a certain number of days — often two to three weeks per year, Will said.

Sander VanderWerf, senior vice president of Aon’s time away and life solutions practice, says some employers may want to consider a vacation plan that requires workers to use it or lose the days. “Employees are more likely to use more time when the time does not carry over at year-end,” she wrote in an email.

ROCKVILLE, Md. and SUZHOU, China, June 14, 2024 /PRNewswire/ — Ascentage Pharma (6855 HK), a global biopharmaceutical company engaged in developing novel therapies for cancer, chronic hepatitis B (CHB), and age-related diseases, announced today the signing of an option agreement with Takeda to enter into an exclusive license agreement for olverembatinib, an oral, potentially best-in-class third-generation BCR-ABL tyrosine kinase inhibitor (TKI), which is currently in development for chronic myeloid leukemia (CML) and other hematological cancers. If exercised, the option would allow Takeda to license exclusive global rights to develop and commercialize olverembatinib in all territories outside of among others, mainland China, Hong Kong, Macau, Taiwan, China.

Despite the impact TKIs have had in the treatment of patients with CML, there remains a significant unmet need for patients whose disease is resistant to these therapies or who develop hard-to-treat mutations following these treatments.

Under the terms of this option agreement, Ascentage Pharma is set to receive 100 million USD from Takeda to acquire the option to license olverembatinib. Ascentage will also be eligible for an option exercise fee and additional potential milestones of up to approximately 1.2 billion USD. Additionally, Ascentage Pharma is expected to receive a minority equity investment from Takeda.

As part of the agreement, Ascentage Pharma will continue to be solely responsible for all clinical development of olverembatinib before the potential exercise of the option to license olverembatinib. Olverembatinib is currently approved and marketed in China for the treatment of adult patients with TKI-resistant chronic-phase CML (CP-CML) or accelerated-phase CML (AP-CML) harboring the T315I mutation, and in adult patients with CP-CML resistant to and/or intolerant of first-and second-generation TKIs.

Hong Kong wants more smiles for tourists but prices and Shenzhen are bigger issues, experts warn

Hong Kong is asking service workers to be more courteous and smile in a bid to win back tourists. But high prices and competition from an ascending Shenzhen are bigger issues, experts say. 

Long revered for its luxury shopping, restaurants and nightlife, the glitzy financial hub has yet to see visitor numbers recover to levels seen prior to years of disruptions from social unrest and the Covid-19 pandemic.

In response, the Hong Kong government launched a campaign – titled “Let’s Go the Extra Mile” – encouraging frontline staff and members of the public to demonstrate good hospitality and “reinforce Hong Kong’s brand as the best tourism destination.”

Speaking at a press conference last week, Chief Executive John Lee urged residents to be more courteous, to smile more and to “go the extra mile to promote Hong Kong’s hospitality.”

The initiative comes after data showed 24 million total visitor arrivals in the first four months of the year, still at only 60% of the level from the same period in 2019. 

Though those numbers marked a significant increase from the previous year, experts warn that full recovery faces greater barriers than grumpy Hong Kongers.

Strong dollar, high prices

“One of the biggest problems for the city is simply that we’re expensive,” said Allan Zeman, chairman of Lan Kwai Fong Group, the major property owner and developer in Hong Kong’s iconic Lan Kwai Fong nightlife district.

Hong Kong’s currency is pegged to the U.S. dollar, which has helped the city’s status as an international financial center. However, this can also make it pricey compared to many other Asian economies, especially now amid high interest rates and a strong U.S. dollar.

“Tourists are finding that other places like Shenzhen and Japan are very, very cheap in comparison,” said Zeman, who also acts as an advisor to the Hong Kong government.

This dynamic is especially true for mainland Chinese travelers — with the Chinese yuan depreciating significantly against the U.S. and Hong Kong dollars in recent months. 

Hong Kong plans to give away half a million air tickets to boost tourism

At the same time, Zeman said mainlanders are making up a larger share of tourists in the city as other nationalities have been slower to return. He said this poses a problem for local businesses as mainlanders tend to spend less due to travel preferences, shorter stays and tighter budgets amid economic troubles at home.

While Hong Kong’s Culture, Sports, and Tourism Bureau projects the number of tourists to increase this year, it estimated per capita expenditure by overnight visitors to drop to 5,800 Hong Kong dollars ($742.64), down from last year’s HK$6,939, according to figures released in the 2024 budget.

LKF, a popular destination among tourists, was particularly hard hit when Hong Kong’s borders were closed during the pandemic.

While Zeman says many of the neighborhood’s businesses have recovered strongly, there are currently some unused spaces — once a rare occurrence during pre-pandemic times. 

Hong Kongers leave for bargains

Conversely, locals are increasingly taking trips to the neighboring mainland city of Shenzhen, according to economist Simon Lee Siu-Po, an honorary fellow at the Asia-Pacific Institute of Business at the Chinese University of Hong Kong.

“Both have become equal problems for Hong Kong,” he said. 

While the city’s borders were closed during the pandemic, nearby Shenzhen continued to develop into a top-tier Chinese city, Lee said. And newly built high-speed rails and a mega cross-sea bridge have made that journey more convenient than ever.  

Shenzhen offers a wide range of food, entertainment and shopping options that can now compete with Hong Kong, said Lee, adding that prices for goods and services in the city are sometimes up to two or three times cheaper.

This dynamic explains why thousands of Hong Kongers flocked to the Shenzhen border for the Easter holiday in late March, leaving the financial hub’s restaurants, bars and shopping centers empty, according to local media.

HKEX says high interest rates, geopolitics are impacting market valuations

For the entire month of March, the city of 7.3 million people saw 9.3 million residents depart from its passenger traffic control points. Government data shows this was the single-highest monthly number of departures since at least 1997 when the city was handed over from British rule to Chinese sovereignty.

Meanwhile, only about 3.4 million visitors entered the city that same month.

These trends have taken their toll on Hong Kong businesses, with retail sales continuing to fall as local media reports on rapid rates of restaurant closures.

According to a recent survey conducted by the Hong Kong Small and Medium Enterprises Association, 70% of local small and medium-sized firms in the city reported a decline in business performance compared to pre-pandemic levels. 

In addition to campaigns like “Let’s Go The Extra Mile,” Hong Kong authorities have also set aside HK$1.09 billion for citywide events like firework shows to boost tourism and spending.

While the funds will help, combating high prices and competition from Shenzhen will require much more drastic efforts, said Lee and LKF’s Zeman.

Pellet grills burn wood pellets (essentially pieces of compressed hardwood). Taylor Swift’s Eras Tour shows trigger earthquake readings in Scotland; estimated $98 million economic boost

Taylor Swift’s three nights of sold-out concerts in Edinburgh, Scotland, triggered earthquake readings up to nearly four miles from the show venue, according to the British Geological Survey, the country’s national earthquake monitoring agency.

And the financial boost to both the city and the entire country is expected to be seismic, too, with Swift’s Eras Tour set to add an estimated £1 billion ($1.27 billion) to the British economy, according to research from U.K. bank Barclays.

Edinburgh’s Murrayfield Stadium saw record-breaking attendance over the concert weekend as the American megastar serenaded glitter-clad fans for roughly 3½ hours each night on Friday, Saturday and Sunday.

“The activity was mainly generated by fans dancing in time to the music and reached its peak at 160 beats per minute (bpm) during ‘…Ready For It?’, where the crowd was transmitting approximately 80 kW of power,” BGS wrote in a report, adding that that was “equivalent to around 10-16 car batteries.”

BGS uses advanced scientific instruments delicate enough to identify even the slightest seismic activity from miles away; while it detected the stadium’s vibrations, they were “unlikely to have been felt by anyone other that those in the immediate vicinity,” the agency wrote.

Swift’s songs “Ready For It?” “Cruel Summer” and “Champagne Problems” generated the most significant seismic activity each night, it said. Even with Scotland’s chilly temperatures and occasional bursts of rain, fans appeared determined to tolerate it and shake it off in the stands.

Record attendance

Friday’s concert, the very first night of Swift’s Edinburgh leg with roughly 73,000 people in attendance, broke a record as the most highly attended concert in Scottish history — and each subsequent night then broke the previous night’s record, with a final all-time high attendance for Scotland recorded on Sunday.

“It’s been shockingly amazing in Edinburgh because every night I got to go on stage and they pulled me aside and said, ‘You know this crowd broke the all-time stadium attendance record for all of Scotland for all of time’,” Swift told fans from the stage Sunday.

“Thank you, Edinburgh! That’s absolutely the wildest way to welcome a lass to your city.”

City officials knew all too well Swift’s reputation for boosting local economies; when tens of thousands of tourists streamed into the city for the concert weekend, local authorities and businesses were ready for it.

Edinburgh set up an official online Taylor Swift Fan Hub and advertised a curated “Taylored Taste Trail” involving more than 40 local businesses offering Swift-themed cocktails, pastries, deals and activities to capitalize on the international visitor gold rush.

“These sell-out shows brought huge and wide-ranging benefits to the city — reflected both in terms of the estimated up to £77m ($98 million) it contributed to the local economy, but also as a further boost to our global reputation as a great place to live, work and visit,” Edinburgh City Council Leader Cammy Day wrote in a post on the city’s official government website Wednesday.

“I’d also like to pay tribute to the hundreds of thousands of Swifties for their behaviour which, by all accounts, was exemplary,” Day added.

Swift’s Eras Tour spans 22 countries and 152 dates over 21 months, and has already shattered records as the highest-grossing concert tour of all time, surpassing $1 billion in revenue in its first eight months. For reference, the world’s second-highest grossing show, Elton John’s Farewell Yellow Brick Road Tour, accumulated $939 million over five years.

The American singer-songwriter has a total of fifteen shows planned in the U.K. including her three performances in Scotland, with three nights in Liverpool, England, one in Cardiff, Wales, and eight shows at London’s Wembley Stadium across June and August.
